Libraries benefit from Round 2 changes to BTOP & BIP

The American Library Association (ALA) reports that the changes made to this second round of funding for the Broadband Opportunities Program (BTOP) and the Broadband Initiatives Program (BIP) have given libraries and other anchor institutions higher priority and streamlined the application process.
