Update on Access legislation

The ALA Washington Office has posted a candid update on various Access legislation, including two new pieces of information:

  • 21st Century Communications & Video Accessibility Act of 2010 – Requires Internet providers to make the internet accessible to the disabled.  HR 3101 passed in the House; the Senate companion bill S 3304 recently went to the full committee.
  • Federal Research Public Access Act  of 2009 (FRPAA) – To provide free, open access to federally-funded research.  A hearing is being held for HR 5037.

Public Research bill introduced in House

The Federal Research Public Access Act, HR 5037, was recently introduced in the House.  This bill would ensure free online access to results of research funded by taxpayers dollars.  The bill has been referred to the Committee on Oversight & Government Reform.  Maryland Congressmen Elijah Cummings and Chris Van Hollen both serve on this committee.  There is also a mirror bill in the Senate—S 1373.  The Senate bill was referred to committee in June 2009 and has not had any activity since.  For additional information, go to the District Dispatch posting.
